Can Warning alerts and down alerts be separated to send to two different alert groups

I would like warning alerts to not be sent to the high level people until is urgent (down)
For example normal techs get the warnings to go and have a look and fix and if they don't fix then a down alert then goes to the higher level manager.

Not in the software. However you can do it in your mail server using a mail forwarding rule based on DOWN or WARNING
