Update V2 from 1.2 to 1.3

I'm trying to update the firmware on two v2 devices.
I upload the file through the web interface. It finishes and looks like its going to reboot, but the device turns off and neither the Online or Sensor light is on.
On both devices, the web interface tells me that it should be available after the reboot as 192.168.11.160, but it never comes back up. I unplug the POE cable and try to boot it but it just turns on for a sec and shuts down the lights.
Reset it back to Factory defaults and it boots with v1.2. Doing it again has the same results.
Anyone having any issues with this firmware update?
